Maybe using general keywords would be ok too, don’t you think? For example instead of using the specific german shepherd dog term, why not use the general dog term? so that is would appear in many search results.

I don’t know if this works, but what is someone tries to get links to the picture. That might boost their pic ranking. I am saying this because everything about google is what has more links.
